The objective of the Health Sector – Public Health Facilities review which were completed by the World Bank under the Advisory Services, is to analyze the current governance arrangement for selected public health facilities in Cyprus (such as hospitals, specialist centers, health centers and sub-centers for primary care) and provide practical recommendations on how to address the identified shortcomings. A shift towards more autonomy for public facilities in Cyprus is expected to increase accountability, efficiency and the capacity of the public sector to respond to competitive pressure.

The study will also assess the role and the organizational structure of the Ministry of Health (MoH) and will advise on institutional strengthening activities required at the MoH under the new governance arrangements envisaged for health facilities. This will also transform it into a strategic policy making body for the entire health sector.

The study will also address the accountability arrangements between specific health service providers and central level administration, such as the MoH and the Health Insurance Organization (HIO).

The technical assessment of the responsibilities and of new tools to better govern hospitals and other health service providers will take into consideration the national context, legal framework, political economy and culture including factors ranging from the geography and physical layout of the country affecting locations and size of the providers, workforce capacity and availability, country’s overall fiscal condition, availability of private sector providers, interests and power of stakeholders such as medical associations and labor union.

The review will cover the public health services delivery network that comprises:

• Six hospitals – five district hospitals and one pediatric/gynecological hospital;
• Two specialist centers (Institute of Neurology and Genetics, and the Bank of Cyprus Oncology Centre);
• Three small rural hospitals;
• 38 health centers; and
• Several sub-centers for primary services.

Challenges and weaknesses identified during the provision of the advisory services regarding Human Resource Management in the health sector will be collected by the Bank and shared with the UK-NSGI for their information.

The study concerning the Ministry of Health as well as the study related to the Health Insurance Organization and the Cyprus Anti-Drugs Council, also conducted by World Bank, was submitted to the Cyprus Government in May 2014.
