The objective of the Education Sector review which was completed by the Bank under the Advisory Services is to set out baseline knowledge about the current state and evolution of the education sector, and offer relevant tools to the Cypriot Authorities to assess the situation and progress; offer policy advice based on both the best international practice and the analysis of the Cyprus situation on critical educational sector issues on the national and/or regional level; and provide operational suggestions to transfer key technical notes into possible regulatory, structural and policy changes to the education sector.
In this framework the technical assessment which was conducted by the Bank covered the following specific areas:
(a) Conduct an assessment of the main education reforms in pre-tertiary and tertiary education, with a focus on reforms that impacted the management of teachers and the management and supervision of the tertiary education sector, proposed and/or implemented since 2005 to assess where the system was, what has been accomplished, what worked and what are the challenges and opportunities to enhance education quality and efficiency.
(b) Produce an analysis of the organizational structure of the MoEC and its relationship to the main associated central bodies and schools, to assess its institutional capability to carry out the necessary improvements in quality, coverage, overall efficiency of the educational system and to promote and foster culture . The analysis will identify and provide inputs for the design of the main strategies to strengthen the capabilities of the MoEC taking into consideration the structure of the education system as a whole.
(c) Propose recommendations and suggestions to improve the quality and efficiency of education and culture service delivery.
The final results of this study were presented by World Bank to the Government of Cyprus in May 2014. The study also covered Cyprus Sports Organization and the Youth Board of Cyprus, as State-Owned Enterprises which operate under the competences of the Ministry of Education and Culture.
Similar functional reviews were completed for the Cyprus Theatre Organization and the Cyprus Symphony Orchestra.
