Republic of Cyprus
Reform of the Civil Service

Ministry of Justice and Public Order

This review is conducted by experts of the Ministry of Justice and from National School of Government International of the United Kingdom Government, with the aim to improve the Ministry so that it will operate in a more efficient and effective manner. It is noted that the review will not examine the functioning of the Prisons Department, the Police and Fire Brigade Service, which fall under the competence of the MJPO, but will provide recommendations on issues of coordination and communication with the administration of the Ministry.

Within the scope of this review, the experts have visited Cyprus twice so far, in June and October. During their visits they have collected various information and relevant data, while at the same time they had several meetings with government officials and officers of the Ministry, and also with other organizations/bodies who are in direct and daily contact with the said Ministry.
The third visit of the team of experts took place during mid February 2015, with the aim to discuss and exchange views with the relevant stakeholders on the interim report. The draft report was submitted in mid January 2015 and among others, included policy options for the restructuring of the said Ministry.

The final report was submitted to the Cyprus Government in June 2015, while the official presentation of the report took place on the 13th of July.

Following this, and based on the recommendations of the report, an Action Plan will be prepared and approved by the Council of Ministers, which will include the various steps and timeframes for the implementation of the reform process within the Ministry of Justice and Public Order.

A copy of the report and of the presentation by the experts can be found here.
