In accordance with paragraph 3.9 of the Memorandum of Understanding, a study has already been completed by the World Bank and the Government of the United Kingdom, which includes cross-cutting issues in public sector employment. This study includes the review of the following issues:
i. The appropriate system of conditions of employment in the public sector (e.g. annual vacation leave, sick leave, maternity leave, working time), in relation to the private sector and to other EU countries and based on best practices; and
ii. The introduction of a new performance based appraisal system in the public sector, for development and promotion purposes, linking performance with the remuneration system/ increments.
It is noted that the experts visited Cyprus various times during the period between September 2013 and September 2014, in order to collect the necessary information and complete the study.
