Ministry of Interior



The functional review of the Ministry of Interior is undertaken by the Irish Institute of Public Administration and it is part of the wider cooperation between the Government of Cyprus and the above mentioned organization. It is noted that the first contact of the experts with the said Ministry was initiated during a scoping mission which took place between 15-19 December 2014.

The aim of the scoping mission for the experts was to familiarize themselves with the particularities of the Ministry and its state owned entities, as well as with horizontal reform initiatives of the Government. The deliverable of the scoping visit was the submission of a Scoping Report which includes the preliminary observations of the experts.

Following the scoping visit, the first mission for the functional review of the Ministry of Interior took place between 9-13of March 2015. The experts have outlined a thematic approach to the study by which the competences of the central administration, of the Departments and of the Ministry’s affiliated organizations are examined in groups in order to get a holistic understanding of the issues. Within this framework several meetings were arranged with the central administration and with various Directors and officers representing the different departments and organizations which were included in the first phase of the functional review. Moreover, the role, competences and synergies among the various departments were vertically and horizontally analyzed.

The mission was completed successfully due to the cooperation and timely response of the parties involved.
The second mission will take place in mid May while the review is expected to be completed by the end of December 2015.
